YOU DO NOT HAVE TO HAVE YOUR FOOT ON THE STRIP AND YES, YOU CAN PITCH OFF TO THE SIDE OF THE PITCHERS RUBBER. WELL AT LEAST FOR THIS SEASON YOU CAN! Please read from the bottom first. Thanks!

Okay, I read all the posts and re-read the rule. This is a case of taking the rules a little too literal and will inevitably end up in a wording change. At no point does it express you have to engage the strip in anyway, so by that notion anybody would be within the rules by starting and ending his/her motion 12 feet behind the strip at any point. Certainly not much advantage there unless you are going from a huge angle 12 off to the left or right. So, yes, a player could now technically do that motion as long as they are always behind the pitching strip/line. This is where we need to add something about specifics on where the motion should be finished. So, I would encourage DC Star to stipulate for their division that the pitcher finish his/her motion at or directly behind the strip as what is intended (but not expressly written) in the rule book.
