Here's what's going in the newsletter...
Non-physical Interference:
-Example: Kicker screaming "I GOT IT!" to mess up the fielders
-Sticking as close to baseball's definition of interference as possible: Interference is extended to include any act by the kicking team which interferes with, obstructs, impedes, hinders
or confuses any fielder attempting to make a play.
-Thus, a runner calling "I got it" would result in the runner being out and all other players returning to the last base touched at the time of interference. If a teammate or fan on the sidelines similarly interferes, the kicker is out and all other players return to the last base touched.
-It is up to the judgment of the head ref whether something is severe enough to confuse a fielder (interference applies) or is instead deserving of a unsportsmanlike conduct warning (interference does not apply)
-Simply put: Don't be an ass.
End of Play:
-The definition of the end of a play is extended to the pitcher being on the mound with the ball AND all players being on base (or if the head ref specifically indicates that the play is over).
-Pitchers, don't assume that because you're holding the ball that the play is over. Runners, go back to base when the play is obviously dead and don't be douchebags.
