I believe they felt that the games were slow with the old system, so this is a way to speed up things a little bit. Getting rid of TV timeouts just didnt make sense of course.
I didnt really notice the change until last nights game, is it an ACC thing, or all of college football? ( I would assume all, just didnt see any delay of games until last night).

NCAA rule changes, there were complaints that college games lasted too long. Coaches didn't pay attention to what the changes would mean in terms of plays lost during the game. gotta drive my mom to a dr. appt, I'll talk more later

What are the changes? I watched like 4 games this weekend and didn't notice anything. Maybe I was just intoxicated...lol.

Clock starts on kickoffs when the ball is kicked, not when it's first touched. On change of possession (int, punt, etc) clock and play clock start when officials have readied the ball (used to be on the snap)

I believe in teh past the clock didn't start until the ball was snapped, too, but now the clock starts when the ball is set and the play clock starts.

nah, on first downs it was always ball ready (hence still rushing to the next play in 2 min drill even after a first down)
